With nearly 20 years of experience, Sheela practices in the areas of water planning, water adjudications, water quality permitting and environmental compliance. Her clients include municipalities, special districts, mining companies, developers, trade associations, and a wide variety of businesses regulated by the government.
Bill Wombacher - Partner
Bill has more than 10 years of water rights experience. His practice focuses on helping clients with complex water rights issues including adjudications, litigation, well permitting, water planning, and legislation. Bill’s experience includes securing and changing water rights as well as protecting existing water rights from injury. In this capacity, he has represented a wide array of clients including municipalities, ski resorts, ranch owners, real estate developers, ditch companies, reservoir operators, water districts, and individuals. This varied experience allows Bill to cater his representation to the specific needs of his clients with a focus on practical and efficient solutions.
Stacy Brownhill - Associate
Stacy is an associate attorney with experience in water right adjudications and planning and environmental permitting and compliance. Prior to joining private practice, Stacy served as an appellate law clerk to the Honorable Anthony J. Navarro of the Colorado Court of Appeals.
Teresa Johnson - Paralegal
Teresa has worked in the area of water law since 2012. Her work at Nazarenus Stack & Wombacher includes general case management and all aspects of litigation, including extensive trial preparation and courtroom trial experience. Teresa also assists in a variety of research projects, including historical water rights ownership research. Teresa has worked as a paralegal since 2002. Her experience includes a variety of practice areas, such as general civil litigation, insurance defense, oil and gas regulations, and environmental law.
